WHY IS INDIAN AGRICULTURE LACKING BEHIND SEVERAL COUNTRIES?

I would like to know if there are any specific reasons for this? for example in china the per hectare paddy production is higher than in india. what could be the reasons? Can innovations in this area change the picture of indian agriculture?
