Why does most food stamps/welfare go to republican states/counties?

It is because of the blacks. Just kidding. Republicans are all about keeping the rich rich and the poor poor. I'm am surprised to see Maine and Oregon on the list but you know the numbers can't be that accurate if they are giving funding to illegals. It is not like they can report the person they gave the funds to. I truly don't know.
