Why don't we regulate corporate tax enough?

It has been shown that about 1/4 of major companies don't even pay corporate tax due to all the loopholes...Why should we entrust them even more by cutting taxes if they're not paying them anyway...On the other side of the board, Less than 3% of Americans abuse the welfare system by using it as their ONLY source of income...
