Would it be harder to be valedictorian if I skip eleventh grade?

I always thought it was just based on your GPA, but my mom said my counselor would have to see about something? I've got a choice to skip, though. But as long as I do really well Senior year, will I be able to be Valedictorian if I've done well the other years?
