How to get a Teenage Work Permit other than school?

I know that you can talk to your school counselor and get a work permit that way, but I want to get a job this summer, so my school's counselors aren't really available at this very moment, so i would have to wait until school started up again to get one, and i want to know if there was another way to get your work permit OTHER than the school way. Please don't put any bogus answers, thanks! :)
