Can you fail a grade in High School?

Okay so my mom just called me and told me I failed the 10th grade. The letter said "Your child ___________ has not met the criteria to advance to the next level. I believe I failed 2 classes world history and art. But I failed American government last year. I spoke to my counselor she told me I could take the classes next year since I didn't have the money for summer school. I'm trying to figure out if its possible to fail a whole grade. I had it all planned out too. If I failed world history I would take of next year along with us history . Once I entered 12th grade I would take the American Government that I failed. I'm just really depressed and pissed off. Can someone help me out here!
